Today, we learn how payment of LA compensation were made in Bhoomirashi portal steps by steps.

1) Login to your CALA Account with your user id & password which will alloted to every cala by PIU offices. Link of Bhoomirashi portal is here click on it to start :- https://bhoomirashi.gov.in/

2) Before proceeding PIU needs to fill some important details in their bhoomirashi login id under CALA details section you may see the detail in given below images :-

3) Now, here we start the process, download java in your PC and configure your browser as shown in the below images :-

4) After configuration of JAVA setting & browser setting plug your DSC in the PC and login with your DSC in your DSC software. And, now CALA will login with there login id & password in the bhoomirashi portal :-

5) After CALA login for DSC enrolment which is one time process click on Survey number, as shown in the below image :-

6) Scroll down to Survey number page & Click on "Enroll DSC with PFMS" as shown in the below image :-

7) Click on "upload DSC Enrollment File" as shown in below image :-

8) Now, click on "Send to PFMS" for further verification at PFMS as shown in the image :-

9) After verification of DSC from PFMS, it will revert back in the bhoomirashi portal from PFMS. Now download response file as shown in the below images :-

10) Now, click on "View Response File" and read the response file. Here your DSC enrollment process ends. Follow the process as shown in the below image :-

11) Now, Beneficiaries account details verification starts for further process of LA compensation through portal :-

12) Again, CALA needs to login in bhoomirashi portal for further process as shown in below image :-

13) Click on Survery Number option again :-

14) You will see that multiples of survey numbers which is published in 3A & 3D plots will listed with different types of detail. Here, you need to click on "Land Party" of particular survey number as shown in below images :-

15) After that go to "Sub Land Party" as show in below image :-

16) Here we add details of actual raiyat/beneficiaries to whom LA payment will be paid. Now, click on "Add New" option as shown in the below images :-

17) Fill the details of Land Parties as demanded by portal and click on submit button :-

18) Again go to the Survey Numbers and scroll down at the end of the page and click on "Generate verification File (REAT)", a pop up will appear showing message as "File Created". Follow the below image for better understood :-

19) Now, again click on Survey Numbers and Scroll down at the end of the page and click on "Sign Verification File" or "Upload Verification File" whichever option is shown at your site as shown in the images :-

20) File will be generated and now click on "Send to PFMS" link button data will be sent to PFMS server for verification of Beneficiaries bank credential after that wait for atleast 4 to 24 hrs. See below image :-

21) Account verification file will be verified by PFMS and will be send back on Bhoomirashi portal by PFMS. After that click on "Download PFMS Response File (REAT)" see the below image :-

22) Now click on "View PFMS Response Files" as shown in the below image :-

23) Here you can see the details of response file whether it is verified or not to view it click on "View Details" as shown in the below image :-

24) After click on "View Details" link button opens the response file details something looks like below image, which shows the details are verified or not by PFMS. If your details are verified then go to "Compensation by CALA" and make the compensation. And if details are not verified then make compliance as per rejection reason given by PFMS. 25) Now for preparing 3G award (LA compensation) against the verified account of any plot whether it single or multiple plots click on "Compensation by CALA" and make compensation of every verified account as shown in below image :-

26) Select the village name and Survey number. Now, Click on "Compensation" to start making the compensation for selected plot of entire area as published in your gazette. as shown in the below image :-

27) Fill the details and make the compensation as approved by CALA. Then click on calculate to calculate the award amount of selected plot, match it with your approved award amount and finally submit it by uploading with supporting documents. One thing important you must know here that you have to enter the land rate in "per hectare" format in the portal. Now for better understood see the below image :-

28) After making compensation of a plot. Now click on "finalize and decide sub land party award" for manual bifurcation of payment among the several beneficiaries/sub land parties :-

29) Manually, bifurcate the compensation amount among the different parties of same plot having ownership with different areas. Here, your compensation making process ends. Please see the below image :-

30) Here, we enter for Payment process of verified account. For payment of LA compensation click on "Proceed for Payment". As shown in below image :-

31) Scroll down at the end of the page and click on "Create Award list of Finalized Land Parties" as shown in below image :-

32) Now, click on "Add New" Button create award list of verified account as shown in below image:-

33) Here, you need to enter the award ref. no., upload supporting doc., select the list and submit :-

34) After creating award list by CALA send it to PD ID of PIU by clicking on "Forward to PD" as shown in below image :-

35) This step is for PD of PIU. Here, PIU show the received file from CALA under "Compensation" section as shown in below image :-

36) Here PD send the received file to higher authority for further submission for approval to GM (Finance). And GM (F) return the approved file to CALA id again, as shown in below image :-

37) After receiving approved from GM(F). Here CALA click on "Generate Payment File (REAT)" under proceed for Payment section at CALA ID. New page would open and then enter sanction number and sanction date (should be in current financial year). Make sure DSC should be enrolled in Bhoomirashi portal before making compensation. follow the below image :-

38) Now click on "Upload Payment" file and after that you must sign the file using Digital Signature and send the same to PFMS by clicking on send to PFMS as shown in the below image :-

39) PFMS will again verify the compensation. The same will appear under "Download PFMS response file" click on it and download the file as shown in the below image :-

40) Now click on "View PFMS Response File" as shown in below image :-

41) Read the file by clicking "Click to Read" link button. Final payment will be done in beneficiaries account after acceptance on PFMS and Accepted file as well as rejected file will appear in "View Details" button as shown in image :-

Bhoomirashi Portal also called Land Acquisition Portal developed by Ministry of Road Transport & Highways [MORT&H] for acquisition of Land in any projects. Now, onwards all the disbursement of land compensation to beneficiaries processed by this land acquisition portal only. Bhoomirashi Portal links is given here :- www.bhoomirashi.gov.in

Bhoomirashi Portal, Land Acquisition Portal work flow process.

Land Acquisition Process by Bhoomirashi Portal :-

1) First 3(a) : 3(a) Gazette notification will be published in which Competent Authority for Land Acquisition (CALA) is to notified by Central Government. 3(a) also includes name of affected district, affected villages, Chainage of project and name of the project for which Competent Authority for Land Acquisition (LA) declared. Generally District Land Acquisition Officer (DLAO) of any district will be declared as CALA for any project.

2) Second 3(A) : 3(A) Gazette notification will be published in which affected plots along with nature & type will be published under affected villages of project indicating how much area will be acquired for the projects.

3) Third 3(D) : 3(D) Gazette notification  will be published this steps is next to the 3(A) gazette notification in which name of affected parties will be published in this Gazette in front of plot, area of acquiring land for the project.

4) Fourth 3(G) : Award process will be started in which land parties name will be added in the portal and compensation will be prepared by the appointed CALA.

5) Fifth Payment : Payment process will be started by the CALA in bhoomirashi portal through Public Financial Management System (PFMS) in which declared compensation for every individual affected parties will be paid directly to the beneficiaries bank account through proper channel as decided in portal.

NH Road Projects i.e Bharatmala Pariyojana & Expressway under Bokaro, Ramgarh & Ranchi District of Jharkhand State.

New NH Projects i.e. Bharatmala Pariyojana, Expressway under Jharkhand.

    Lets Know about 2 new NH Road projects launched in Jharkhand under Bokaro, Ramgarh & Ranchi District through National Highway Authority of India (NHAI) via Ministry of Road Transport & Highways, Government of India under the scheme of Bharatmala Pariyojana for which Detail Project Report (DPR) is under process by the DPR consultant appointed by the National Highway Authority of India (NHAI). Newly launched projects are as under :-

1) Bharatmala Pariyojana of Jaina More (Bokaro) - Gola - Ormanjhi section of NH-320 from Km. 21.110 to Km. 53.600 and NH-320B from Km. 53.600 to Km. 81.450 under Bokaro, Ramgarh & Ranchi District in Jharkhand state. [Total Length of Project : 60.34 Km.] Phase-I project.

2) Development of Expressway, Economic Corridors and Inter Corridors under Bharatmala Pariyojana Phase-II (Lot-9/Package-3) Varanasi to Kolkata via Ranchi with spur to Kharapur under Jharkhand state. Phase-II project.

Now, Lets Know more about the above projects one by one :-

1) Bharatmala Pariyojana of Jaina More (Bokaro) - Gola - Ormanjhi section of NH-320 from Km. 21.110 to Km. 53.600 and NH-320B from Km. 53.600 to Km. 81.450 under Bokaro, Ramgarh & Ranchi District in Jharkhand state. [Total Length of Project : 60.34 Km.] Phase-I project.

    This project has distributed in 2 numbers of Packages i.e i) Jaina More to Gola section which NH name is NH-320 under Bokaro & Ramgarh district having total length 32.49 Km. & ii) Gola to Ormanjhi section which NH name is NH-320B under Ramgarh & Ranchi district having total length 27.85 Km. both the packages are under Hybrid Annuity Mode (HAM). Road alignment of project is as under :-

NH Road Projects i.e Bharatmala Pariyojana & Expressway under Bokaro, Ramgarh & Ranchi District of Jharkhand State.

    

    Detail Project Report (DPR) preparation work for the projects entrusted to M/s CE Testing Company Pvt. Ltd. from Kolkata. Above, both the packages strictly supervised by NHAI, PIU-Dhanbad under the guidance of NHAI, Regional Office, Ranchi.


    Land Acquisition work for the both packages are in advance stage through Bhoomirashi Portal after appointment of Competent Authority of Land Acquisition (CALA) to concerned District Land Acquisition Officer of District in Official Gazette of India having Gazette notification SO. No. 4344 (E) dated 03.12.2020 & SO. No. 738(E) dated 17.02.2021which is also called as 3(a) Gazette Notification you can find the Gazettes copy in Gazette of India official site. You can download the Gazette from Govt. of India official website egazzette.com.

This below leftout plots 3A gazette notification S.O. No. 2323(E) date 14.06.2021" for leftout plots of Giridih district for the project "Six Laning of Gorhar to Khairatunda section of NH-2 from Km. 320.810 to Km. 360.300 under Giridih district in the State of Jharkhand". Through below 3A Gazette Notification National Highway Authority of India, Project Implementation Unit, Dhanbad acquiring the below plots and their respective area through District Land Acquisition Officer, Giridih.
